Eve Air Mobility and FlyBIS Aviation Limited have signed a binding agreement covering up to 12 electric vertical takeoff and landing aircraft for planned operations in southern Brazil. The deal includes two firm orders and purchase rights for 10 additional aircraft, leaving the larger portion of the potential fleet subject to a future decision by FlyBIS.
From preliminary interest to firm orders
The agreement advances a relationship that began with a 2022 letter of intent. Eve and FlyBIS now plan to develop electric air mobility operations in a region that includes major tourism and business destinations in the states of Santa Catarina and Rio Grande do Sul.
FlyBIS intends to deploy Eve’s eVTOL aircraft on routes in southern Brazil. The company identified several possible markets, including connections among Navegantes, Balneário Camboriú and Florianópolis along the Santa Catarina coastline. In Rio Grande do Sul, the proposed operating area includes tourism destinations in the state’s mountain region, such as Gramado and Bento Gonçalves.
“This binding agreement is an important step in our relationship with FlyBIS and demonstrates how our customers are progressing from early market development to concrete fleet commitments,” said Johann Bordais, chief executive officer of Eve.
Operational preparation remains ahead
The announcement does not represent the start of passenger service. Eve and FlyBIS said they will continue working on the requirements needed for entry into service, including network planning, operational readiness and infrastructure. They also plan to address how the eVTOL operation will connect with the wider transportation system.
- Firm commitment: two aircraft orders.
- Additional potential fleet: purchase rights for 10 aircraft.

FlyBIS described the signing as a milestone toward regional and urban connectivity, while highlighting Eve’s proposed combination of aircraft, services and operational support. That support model is part of the companies’ preparation for future operations, rather than evidence that the aircraft have already entered commercial service in the region.
“Signing this binding agreement represents a significant milestone for FlyBIS and moves us closer to introducing a new form of regional and urban connectivity in Southern Brazil,” said Gustavo Zanettini, co-founder and chief executive officer of FlyBIS.
The agreement gives Eve two firm aircraft commitments in Brazil while preserving the possibility of a substantially larger fleet. The companies’ next stated work centers on the practical conditions for operation: where a network could be established, how infrastructure would support it, and how eVTOL services would fit into existing transportation arrangements.
